Innovations

Transition to a modern, more efficient model of economic growth is impossible without stimulation of science and innovation development and increasing the competitiveness of products through commercial use of innovative technologies.

To ensure successful transition to innovative model of development, the law "On State Support of Innovation Activities in Krasnodar Region" and the long-term regional target program "Development of Innovation Activities in Krasnodar Region in 2011 – 2013” were adopted in the region.

The Krasnodar Regional law “On State Support of Innovation Activities in Krasnodar Region” is the primary regional document dedicated to stimulating innovation projects. For individuals involved in innovation activity, the law stipulates the provision of the following types of government support for the realization of priority innovation projects:

• Lowered tax rates on corporate profits tax
• Property tax benefits
• Subsidies from the regional budget for compensating a portion of expenditures on manufactured goods, labour, services and the creation of technologies that serve as a part of innovation projects
• Subsidies for compensating a portion of the interest rate on loans given to individuals involved in innovation projects, and to be used for the acquisition of basic materials directly connected to the creation of innovative products (goods, work or services).

In addition, the law provides for the investment of tax credit and government guarantees in individuals involved in innovation
projects.

A number of priority directions for innovation work have been determined, including:

• Industry
• Construction
• Fuel and energy complex
• Agro-industrial complex
• Transport and communications
• Resort & recreational and tourist complex
• Housing and utilities
• Scientific and educational complex
• Healthcare

The region has a relatively small share of innovation organizations (4% vs. 9.7% on average in Russia). However, the scientific & technical and educational potential of Krasnodar Region is high:

• 135 research and development organizations, 35 universities, 85 university branches, more than 45 scientific and technical departments at industrial enterprises;
• 127 public and private vocational technical schools, more than 15 staff training and retraining educational institutions;
• a number of data centers, a technology transfer center, consulting organizations.

This imbalance indicates insufficient development of mechanisms to ensure the commercial application of R&D efforts and production of marketable final products (i.e. lack of effective link between science and production).

In order to coordinate support and development of innovation activities in the region, the Council for Innovative Development of Krasnodar Region was established. Its meetings are attended by the heads of the regional departments, representatives of universities, directors of credit institutions and major industrial enterprises that introduce innovative technologies.

An executive body coordinating development of innovation activities in the region is the Department of Investments and Project Support of Krasnodar Region.

Definite objects of innovation infrastructure have been formed in the region:

• Interregional service center for small and medium-sized enterprises “Yuginforminvest LLC” with an innovation park
• Science and technology park "University" and a business incubator at Kuban State University
• Innovation center at Kuban State Technological University
• Educational farms "Kuban" and "Krasnodar", having the status of an innovation park at Kuban State Agrarian University
• Non-profit organization "Foundation for Promotion of Venture Capital Investments in Small Innovation Enterprises of Krasnodar Region"
• State unitary enterprise "Krasnodar Regional Innovation Center for Small and Medium Business Development"
