Samara Region is one of the leaders of the Volga Federal District and of the Russian Federation in general in the development of innovations. According to the Russian rating agency "Expert RA", the region ranks 6th in terms of innovation potential among all Russian regions, and 1st in terms of the output of innovative products in the Volga Federal District. Every sixth new production technology (16%) in Volga Federal District is created in Samara Region, as well as about 4% of all Russian high technologies.
The region numbers 32 universities, 7 research institutions of RAS, 60 organizations engaged in research and development, 175 R&D departments at industrial enterprises.
The region can boast of an extensive network of organizations that promote innovations. The region’s innovation and investment infrastructure is represented by Samara Region Innovation and Investment Fund, Regional Center for Innovation and Technology Transfer, Samara Region Venture Fund, Guarantee Fund for Entrepreneurship Support of Samara Region, a network of university technoparks and centers of technology commercialization, business incubators in Samara, Togliatti, Kinel , Cherkassy, Neftegorsk. Two major regional technoparks are now being created in Samara and Togliatti.
Infrastructural support of innovative entrepreneurship is realized by the Middle Volga Regional Innovation Research Center, National Venture Fund for Support of Small Business in Science and Technology, Samara Research and Innovation Center "Perspective" and a number of business centers.
In 2005, the law "On State Support of Innovation Activities in Samara Region" was passed. The main directions of state support for innovations in the region include development of small and medium innovative business, innovation activities in organizations of the region, commercialization of technologies and high technology products on the Russian and international markets, introduction of innovations developed in other Russian regions to Samara enterprises.
The Government of the Samara Region regularly organizes open competitions for grants for innovative projects. “Idea” and “Prototype Model” competitions aim to select promising ideas and projects applicable for commercialization, present technological and consumer advantages of the regional innovation products to potential investors, stimulate the scientists’ efforts in generation of promising business ideas and innovative projects.
In 2010, "The Smart Club" (“Klub Umnikov” in Russian) was opened in the region. The idea of the club belongs to a number of young scientists working in the region - the winners of the federal SMART grant program. This public organization will intensify the process of involving young people in the innovation sphere of Samara Region, which will contribute to a substantial increase in the number of innovative projects generated and implemented in the region.
