Altai Territory is ready for innovative transformations. In contrast to many other Siberian regions, the regional economy isn’t rigidly attached to extraction and processing of mineral resources. Innovations are introduced to the enterprises producing chemical products, machines and equipment, transport means, food products.
The regional law on Innovation Activities in Altai Territory features the main objectives and principles of regional innovation policy, defines conditions of rendering state support to innovators and innovative enterprises. Organizations dealing with innovations get tax preferences and compensation for a part of credit interest rates.
Scientific sector of the region is represented by 40 research-and-development organizations (over 2,000 employees), including 2 affiliates of Siberian Branch of RAS, 4 affiliates of Siberian Branch of Russian Academy of Agricultural Sciences, 7 university research departments, as well as design-and-research organizations and developing agencies. The region is one of the leaders of Siberian Federal District in the amount of R&D organizations and research workers.
Educational complex of the region includes 11 independent universities and 24 affiliates (over 90,000 students). Over 5,000 scientists and university teachers work in the region.
The science town of Biysk is a large regional innovation center, that rallies over 35% of Altai Territory researchers. Innovation enterprises account for 40% of all Biysk enterprises.
High potential of science town hi-tech enterprises, as well as effective synergy of science, education and production enable Biysk leadership in the sectors of "new economics" – biopharmaceutics and nanoindustry.
The competitive advantages of biopharmaceutical cluster of Altai Territory are based on the use of unique natural resources. Over 20 well-known pharmaceutical companies, which form the cluster, have more than 100 patents and produce almost 600 kinds of medicinal products, biologically active additives, etc.
Development and commercialization of innovation projects in the sphere of nanotechnologies is carried out by the Association "Interregional Center for Nanoindustry", that unites 12 enterprises located in Biysk, Tomsk and Novosibirsk, and the leading Universities of Altai Territory and Institute for Problems of Chemical and Energetic Technologies (IPCET) of SB RAS.
One of the most promising activities of the Association is medical use of detonating nanodiamonds, namely: use of nanodiamonds as specific sorbent ordered to separate protein mixtures and creation of medicaments, inoculated to the surface of nanoparticles.
Since November 2008, the regional contest for innovation projects "New Altai" has been held. Another contest for researchers and students was established in 2009 to meet the challenges of social and economic development of Altai Territory. The general prize fund of these two contests is over USD 30,000.
