Sci-tech and innovation policy of Orel Region is focused mainly on creating the environment favourable for introduction of competitive innovative products to the market.
The recent years have seen more active creation and mastering of scientific and technical novelties by industrial enterprises, scientific organizations and universities of the region. The volume of shipped innovative products grows bigger from year to year, together with the amount of new production technologies. Industrial enterprises are increasing their expenditures on technological innovations.

“The Concept of Industrial, Sci-tech and Innovation Policy of Orel Region for the Period until 2010” has been implemented in the region. The Concept includes key aspects of the main strategic priorities, principles and support mechanisms for development of industrial, sci-tech and innovation activity in the region. This Concept is a complex target landmark for public and municipal authorities, which participate in development and functioning of correspondent sphere of activities, companies of every possible types and property categories and individuals.
The program “Development of Scientific and Innovation Activity in Orel Region for the Period until 2010” is aimed at orientation of research work to creation of regional innovative system, focused on stimulation of innovative activity and its transformation into the stable source of the regional economic growth. The program is targeted at both Orel market and that of other regions of Central Chernozem territory.
This document specifies strategic priorities of sci-tech and innovation activities of Orel Region:
Research on improvement of management techniques and mechanisms
Research on creation of new products, equipment and technologies
Measures envisaged by the program will encourage the enterprises to boost their activities aimed at introduction of advanced technologies and mastering of production of the new types of products, which will help identify further challenging ways of development, strengthen financial and economic position and extend taxable base.

Best Expert in the field of quality management
The competition aims to encourage the white-collar workers initiative in terms of utilization of reserves for labour productivity growth, at introduction into production of the latest scientific and engineering achievements, inventions and innovation proposals in the field of efficient use of raw products and materials, fuel and energy resources, net cost reduction and improvement of manufactured goods quality, technology and manufacturing process.
